FED:Swan uses IMF report to talk up economy
CANBERRA, Aug 7 AAP - Federal Treasurer Wayne Swan has seized on an International Monetary
Fund (IMF) report to further talk up the Australian economy following a rough week for
financial markets worldwide.
Australian stocks are tipped to be punished again on Monday after the US's credit rating
over the weekend was downgraded for the first time in its history.
But Mr Swan insists Labor's "fiscal responsibility", which the IMF praised, means Australia
has the flexibility needed to deal with surprises.
"I'm not going to sugar-coat the fact that the global economic outlook remains uncertain
and this uncertainty is likely to continue for some time," the treasurer said in his weekly
economic note.
"(But) as the IMF points out, Australia is well positioned to respond to future challenges."
Mr Swan acknowledged there were "soft spots" in the Australian economy such as the
higher dollar and cautious consumers.
These challenges were making things tough for retailers, the tourism sector and manufacturers,
he said.
"But it's important to remember, as the IMF statement shows, that Australia faces the
challenges from a position of strength," Mr Swan said.
The IMF report endorses the government's economic management and supports Labor's plan
to price carbon.
Australia's economic outlook is favourable largely due to strong demand for commodities
and investment in mining, the fund says.
But it warns there could be a risk of global recovery stalling or Asian growth slowing
which could impact on the demand for Australian resources.
In its report, the IMF commends the government for remaining committed to returning
the budget to surplus by 2012-13 despite the setbacks posed by natural disasters last
summer.
"This consolidation is faster than in many other advanced economies and is more ambitious
than earlier envisaged," the IMF says.
But opposition frontbencher Malcolm Turnbull argues that confidence in the Australian
economy is being undermined by a sense that the Gillard government isn't competent.
There's a perception in the community that Australia is run by a "dysfunctional and
chaotic" government, Mr Turnbull told Sky News on Sunday.
"There's a sense that there is not a steady pair of hands on the wheel and that is
what rattles the business community," he said.
"Whatever you think of the government's policies there is a perception that there is
a lack of competence and of course a lack of conviction."
The Australian sharemarket slumped by four per cent on Friday to its biggest one-day
loss since the height of the global financial crisis almost three years ago.

Fed: New fossil dates show humans could be much older
An Australian scientist has made a discovery which shows the human race could be almost
200,000 years old.
Geochronologist Professor IAN MCDOUGALL, from the Australian National University, has
dated fossilised skulls from Ethiopia at 195,000 years old.
That's 40,000 years older than the existing oldest known human remains in the world.
The remains from the Kibish Formation, adjacent to the Omo River in southern Ethiopia,
were originally discovered by palaentologists in 1967, and previously thought to be 130,000
years old.
But scientists at the time were unsure of the validity of the dating, believing it
was unlikely modern humans lived more than 100,000 years ago.
The details have been published in the Nature journal.

BRISBANE, April 11 AAP - A search is under way for a 26-year-old man who failed to
return from a hunting trip in north Queensland.
The Ravenshoe man set off on the day-long recreational hunting trip to the Koombooloomba
Dam at 8.30am Sunday (AEST) in a grey 1977 Toyota Landcruiser.
Police said that is was out of character for him not to return.

CANBERRA, Dec 21 AAP - A federal government program aimed at helping indigenous Australians
buy their own home used up nearly $10 million in administrative costs to provide $2.7
million for just 15 loans, an audit report says.
As well, not one of 45 homes constructed at a cost of $25.5 million in the Northern
Territory for the program had been sold to the indigenous community.
In a report released on Tuesday, the Australian National Audit Office (ANAO) found
the $9.9 million cost of administering the Home Ownership on Indigenous Land (HOIL) program
was high compared to the low level of loan activity.
The 15 loans were all provided for homes on the Tiwi Islands in the NT, with all but
one in the community of Nguiu.
The program was launched in 2006 by then coalition government indigenous affairs minister
Mal Brough as part of the Blueprint for Action in Indigenous Affairs.
The ANAO said the program aimed to provide 460 loans across eight communities.
"In hindsight, the program's performance targets have been overly ambitious," it said.
"Increasing the level of home ownership on indigenous land has proven to be a significant
challenge."
As at June 10, 2010, the four-year program had cost $42.7 million.
Indigenous Affairs Minister Jenny Macklin said the federal government was committed
to home ownership for indigenous people who aspired to it and who were ready to take on
the financial responsibility.
She said she remained open to any new ideas to expand home ownership for indigenous people.
"The costs outlined in the ANAO report include work necessary to get this program up
and running," she said in a statement on Tuesday.
"They do not just relate to the houses already built and will provide for future houses
as well. This includes scoping of potential communities, project management planning and
community education activities, including financial education."
Opposition indigenous affairs spokesman Nigel Scullion said waste and incompetence
appeared endemic in the federal government and this was a monumental failure to address
housing standards and the number of houses owned by indigenous people.
"It just beggars belief. Fifteen loans is a minuscule amount," he said.
"Instead of providing houses it appears the Labor government again just builds a bureaucracy."
Australian Greens senator Rachel Siewert said her party warned at the time the program
was launched that it was ill-conceived and likely to fail.
"Private home ownership in remote indigenous communities was being presented as a panacea
to disadvantage in Aboriginal communities when clearly it isn't," she said in a statement.
Senator Siewert said there were significant barriers to indigenous home ownership in
remote communities, including low levels of household income and savings and the high
cost of housing.
"Successive governments have sought to blame the communal ownership of land in remote
communities for extremely low levels of private ownership," she said.
"But, as the failure of this program has clearly demonstrated, there are other, much
more significant, barriers."
Despite their low number, Indigenous Business Australia said the loans demonstrated
that where conditions were right, indigenous people living in communities did want home
ownership as a choice.

to assist in natural disasters around the world.
Greens leader BOB BROWN says such a centre could make a big difference in helping neighbouring
countries like flood ravaged Pakistan.
He's also called on the federal government to increase its aid to Pakistan after the
UN warned the catastrophe would unfold in coming days .
Australia has so far committed 10 million dollars.

BRISBANE, April 5 AAP - Queensland's peak maritime body says it's unlikely there will
be a "catastrophic break-up" of a coal carrier that has run aground on the Great Barrier
Reef.
The Chinese-registered Shen Neng 1 hit Douglas Shoal, off Rockhampton, at full-speed
on Saturday night, sparking fears the ship could split up and dump 65,000 tonnes of coal
and 950 tonnes of fuel oil into the marine park.
Maritime Safety Queensland (MSQ) general manager Patrick Quirk said the vessel had
dragged 30 metres across the reef, but a tug boat was now working to hold it steady.
MSQ general manager Patrick Quirk said a second tug was due to arrive before dusk to
further stabilise the ship.
"In the current conditions we are reasonably assured, as far as we can be, that there
will be no catastrophic break-up of the ship, but if the weather turned bad it will be
another problem," he told reporters in Brisbane.
The weather for the next few days was forecast to be similar to current conditions,
which posed no threat, he said.
A salvage team was onboard the ship to determine its structural damage.
It had been confirmed so far that the rudder was seriously damaged, the double bottom
tanks, which provide buoyancy for the ship, had been breached and it was suspected one
of the fuel tanks had also been breached.
Mr Quirk said MSQ was yet to decide on how the boat would be salvaged and refloated.
"One of the key issues for us is to understand the condition that vessel is currently
in after a very full-speed grounding on a very hard object," he said.
"We need to look at the strength of the vessel until we look at the refloating options.
"This will be a matter of weeks."
One option MSQ was looking at was removing all of the oil off the ship, before attempting
to refloat it.
"We want to minimise the risk to the reef," Mr Quirk said.

Three Queensland stud workers remain under observation in a Brisbane hospital .. waiting
for the results of blood tests to see whether or not they have Hendra virus.
24-year-old ANGELA WEBBER .. 46-year-old stud manager DEBBIE BROWN and 49-year-old
ADRIAN DANIELS have been suffering chronic headaches since they left Rockhampton hospital
on Monday.
Rockhampton vet ALISTER RODGERS remains in a critical condition in the same hospital
after being confirmed with the virus.
All four came into contact with one of the horses which died on the stud at Cawarral
near Rockhampton.
Four horses have been confirmed with Hendra virus at the stud .. and the latest ..
a two year old filly .. is to be put down this week.

Qld: Call for dog ban to protect koalas
BRISBANE, Aug 5 AAP - A new report has found south-east Queensland's koala population
could vanish within 20 years, sparking calls for a ban on pet dogs.
The survey by consultants GHD for the Environmental Protection Agency and Moreton Bay
Regional Council showed the urban koala population in that area had declined 46 per cent
over the past six years.
The state government has announced a task force to recommend drastic measures to cabinet
within four weeks.
Those measures could include banning dogs in new residential areas, phasing out dog
ownership in existing residential areas, and mandating koala-friendly fences for homes.
Premier Anna Bligh said today tougher action was needed immediately.
"I understand that there will be a big debate about some of these issues, but I'm not
going to stand by and watch the koala population of south-east Queensland simply dwindle
into oblivion," Ms Bligh said.
"These are icon species - the koala is one of the great symbols of our country."

ADELAIDE, Feb 11 AAP - A man has been shot in the street in the town of Paskeville,
on the Yorke Peninsula, north of Adelaide.
Police said the man in his 30s suffered multiple gunshot wounds at about 12.25pm (CDST)
today and was airlifted to the Royal Adelaide Hospital in a critical condition.
A spokesman said police were looking for four men seen driving a mid 1980s green Holden
Commodore from the scene at about the time of the shooting.
He said it was too early to speculate about a motive for the attack.

Residents have been rescued from homes and cars .. as floodwaters and torrential rain
caused widespread havoc in Queensland's south-east.
The worst hit areas are the Sunshine Coast and Wide Bay areas .. with the SES dealing
with 80 calls for help from the Sunshine Coast alone.
Two people had to be pulled out of a submerged car at Doonan .. while others had to
be rescued from the houses because of localised flooding.
The Bruce Highway has been cut just north of Tiaro with trees down over powerlines.
The weather bureau says heavy rain in the eastern tributaries of the upper Mary River
has caused flooding in Six Mile Creek at Cooran and rises in the Mary River at Moy Pocket
.. Dagun Pocket and Gympie.
Minor flooding is expected in Gympie during the day.
Rainfall for the 12 hours to seven this morning (AEST) includes 186 milles at Cooroy
.. 159 mm at Cooran and 97 mm at Maleny.
The bureau says the rain's expected to ease this afternoon.

BRISBANE, April 10 AAP - A man is in a critical condition in a Cairns hospital after
a four-wheel drive struck a pig and rolled several times.
Three men were inside the vehicle, which was towing a boat, when it hit a wild pig
on the Gulf Development Road, near Mt Surprise in far north Queensland, about 10pm (AEST)
yesterday, police said.
The impact caused the 4WD to roll several times causing significant injuries to all occupants.
All three men were airlifted to Cairns Base Hospital where one, a 34-year-old, is in
a critical conditions.

A full military funeral will be held in Townsville today .. for Captain MARK BINGLEY
.. the Army Black Hawk pilot killed in a helicopter crash off Fiji.
35-year-old Captain BINGLEY will be farewelled at Saint James Cathedral .. where a
large military contingent .. family and friends will gather with his widow MELISSA and
four-month-old son MITCHELL.
A trio of Black Hawks will fly over the cathedral at the end of the service, which
starts at 11 am (AEST).
Captain BINGLEY and 28-year-old SAS Trooper Corporal JOSHUA PORTER .. died when a Black
Hawk helicopter crashed during a failed landing attempt on the HMAS Kanimbla .. in waters
off Fiji .. on November 29.
Trooper PORTER'S body hasn't been recovered.
Federal Liberal MP for Herbert PETER LINDSAY will represent the government along with
Minister for Veterans' Affairs BRUCE BILLSON.
Mr BILLSON is also the Minister Assisting the Minister for Defence.
Senior Labor backbencher KIM WILKIE will represent the opposition at the funeral.
But Townsville Mayor ANN BUNNELL is angry that major national political figure .. including
Prime Minister JOHN HOWARD .. Opposition Leader KEVIN RUDD and Defence Minister BRENDAN

Fed: George Miller gives sneak peek at Happy Feet

SYDNEY, Aug 1 AAP - George Miller's new film is shaping as one of Australia's biggest
ever movie productions, using more technological power than the Pentagon.
Selected media and industry types were treated today to a 15-minute sneak peek of Miller's
new animated film, Happy Feet, about a bunch of singing and dancing Emperor penguins.
The multi-million dollar film is a co-production between Village Roadshow Productions
and Warner Bros Pictures and has been several years in the making.
"We are using more computer power than the Pentagon uses," Miller said of the animation
which will hit screens in Australia on Boxing Day.
"We decided a long time ago to make the film as photo-real as possible. We sent two
expeditions down to Antarctica to research and take photographs to capture the landscape
and light."
Happy Feet boasts a strong cast of Hollywood heavyweights, including Robin Williams,
Elijah Wood, Brittany Murphy, and Australians Nicole Kidman and Hugh Jackman.
Other Australians voicing characters include Magda Szubanski and Hugo Weaving.
The film tells the story of a group of penguins who can all sing, except Mumble (Wood),
who can't sing a note but can tap dance.
"At the heart, it is a story about belonging," said Miller, whose other film credits
include Babe, Dead Calm and Mad Max.
"Happy Feet is a film unlike any other anyone has ever seen before."
Australian visual effects company Animal Logic has been working on the film at Sydney's
Fox Studios.
Roadshow managing director Joel Pearlman said Happy Feet would be one of the biggest
films to be released this Christmas.
"This is without a doubt one of the most important films we have ever released," said Pearlman.
Happy Feet, which also features the singing voices of Pink and KD Lang, will be released
in the US in November.
Miller said pop star Prince also was penning a song for the film.
"Prince saw the film the other day and was very excited to write something for us," he said.

A man will appear in in a Brisbane court today .. after allegedly threatening four
15-year-old students with a knife at a playground.
Police say the 42-year-old man from Woombye allegedly approached three girls and a
boy at a playground opposite the Alexandra Hills State School around 2 pm (AEST) yesterday.
They say he was brandishing the knife and making sexually explicit threats.
The man's been charged with threatening violence .. going armed so as to cause fear
.. and possession of a knife in public.
He'll appear in the Cleveland Magistrates Court today.

Mar. 4--COMCAST WORKING TO GET NEW NETWORK UP TO SPEED: Like it or not, it's all Comcast.net now.
The 180,000 subscribers to Comcast's cable Internet service in metro Detroit have been completely switched over to the company's new broadband network. The last step came Friday, when Comcast cut off remaining links with the MediaOne and @Home Internet services it used before @Home went bankrupt.
It's been a challenging transition, with frequent complaints of slow downloads and sluggish e-mail. But now that Comcast.net is here, what are some of its features?
While users have complained that in some cases the new network is 50 percent slower than the old service, it still is about 30 times faster than a standard 56 kilobyte dial-in modem.
Comcast.net also brings several new services.
First, Comcast.net users now have 25 megabytes of storage space available online. They can use it to store files they want to access from other computers. Or they can also use it to create a personal Web page. e-mail from any Web browser, even if it's not hooked up to Comcast. This is great for travelers who don't want to be out of touch.
The ability to manage user accounts has also been improved. Users can add six names besides the master address assigned by Comcast, allowing, for example, family members to have their own e-mail addresses.
You can learn about those features at the main Comcast Web site (www.comcast.net).
But don't expect to walk away with answers to all of your questions. The site appears to be under development and isn't very user friendly. Over the weekend, I spent 15 unsuccessful minutes trying to figure out how to build a personal Web site. The help file came up as a dead link, and there were no obvious instructions on-screen.
The same goes for the Web storage area -- no instructions, and remote e-mail access was not yet functioning.
One would think that Comcast's main Web site would be more accessible given the heat the company has taken over poor service in Michigan and around the country.
Comcast said the many service difficulties and glitches resulted from having to rush the new network's implementation. The network wasn't supposed to be operational until June but was rushed into service when @Home decided to shut down for good.
"The alternate was that all those former @Home customers would have been without any Internet access at all," said Comcast Michigan spokesman Bill Black.
Meanwhile, the transition to Comcast-only e-mail seems to be working well. After a shaky start Friday when e-mail worked only intermittently, the system stabilized over the weekend.
I've been testing the e-mail system since Friday. On Friday, test messages sent on three of my Comcast accounts took as long as four hours to reach their destination.
Similar tests Sunday, however, showed great improvement. All three test messages arrived within 1 minute.
Black and Comcast Vice President Eric Schafer said the changeover has been an involved process and occasional disruptions are inevitable for the first few weeks. They've asked for patience as the network is fine-tuned.
Obviously, a lot of work still needs to be done. But it's improving day by day. And after two months of frustration, that is welcome news to Comcast subscribers.

Tom Droege's idea of retirement isn't traveling around the country in a motor home or sailing around the world in a new yacht.
The part-time Fermilab scientist would rather spend his days and nights watching the stars.
Although he hasn't retired fully from Fermilab, where he has spent the last 24 years designing instruments for high-energy physics, he already is full-swing into his retirement project.
Droege doesn't want much - just to measure the entire universe.
Unfortunately, there's not a yardstick big enough, which is why he made his own telescopes and shipped them to strangers all over the nation.
Droege has no background in astronomy, yet when the comet Shoemaker/Levy collided with Jupiter about four years ago, he came up with an idea to build a comet-searching device.
He marketed his idea on the Internet, hoping to attract people with similar interests. Astronomers from California to Maryland responded but persuaded him to measure variable stars instead.
"Just finding comets has no particular scientific interests," he said. "There's more interest from the professionals (in researching stars)."
The group's members, only a few of whom Droege has met, is hoping to make a name for itself by cataloging the stars in the sky. It already attracted national attention with its research. The Amateur Star Survey has been featured in several major newspapers and magazines including "Sky and Telescope" and has attracted input from renowned astronomer Bhodan Pacynski of Princeton University.
On a clear night, Droege and his colleagues use his handmade telescopes to take pictures of the sky from their different locations. They hope to put together a map of a strip of the sky over the Equator.
While the project is high-tech, the telescopes are fairly modest. They consist of a couple of manual camera lenses that point toward the sky and take pictures of thousands of stars that can't be seen by the human eye.
"You can look out here and not see a star in the sky and this thing will see thousands of stars," Droege said as he demonstrated his backyard telescope, which looks like an oversized birdhouse.
The telescopes recorded the star pictures on a device like the ones found in television cameras.
The beauty of the project is Droege and his colleagues don't have to stay up all night to watch the stars.
"You just turn it on and go to bed," he said. "That's the advantage of this. Other astronomers stay up all night watching their telescopes."
Droege's Batavia house obviously is the home base for The Amateur Star Survey. His invention and research spans three floors of his four-story house.
Wires, computers and hardware cover his basement. A narrow spiral staircase leads to the third floor where there are more computers and kitchen cabinets full of computer gadgets. The winding staircase tops out on a tree-top deck perfect for star gazing.
Pretty soon the deck will be the home of "the next generation" camera - a telescope that will enable Droege to see 100 times as many stars as he sees now.
Despite two hip replacements, Droege makes his daily rounds on all floors, turning the telescope on and off and analyzing a night's work with his fellow collaborators via e-mail.
Through computer programs his colleagues have written, TASS members are able to record stars' precise measurements, positions and brightness.
Their goal is to put a catalog over the Internet where people can look up a star and find out how big it is, how bright it is, where it sits in the galaxy and its history.
Droege doesn't know if and when they'll finish the project.
"You'll never be done because you are measuring things that are changing," he said. "It's like you're counting potholes in the streets of Chicago."
Droege has sunk more than $70,000 into this retirement project, which has raised a few eyebrows.
"If I go out and buy a sailboat, people would accept it," he said. "Buying telescopes and giving them out - people say you are nuts."

Samsung pulls ads from apps it fears breach copyrights.(Samsung Company Ltd.)(Brief article)
Samsung has pulled its ads from appearing against potentially damaging content available via apps on the Google Android Market.
The brand's media agency Starcom MediaVest contacted Google to delete ads served with content streamed on an app called Free Music Download.
The app, which has since been removed from Android Market, let users download and store music to their phone free of charge. Samsung was concerned this was in breach of the music's copyright.
It's understood that the company's ads appeared on the app as part of a wider mobile purchase across Google's content network, which is now rolled out across mobile.
However, industry sources claimed the inventory hasn't been subjected to a rigorous enough quality assurance scheme.
Display ads from brands including Betfred, LivingSocial and Wonga were also observed on similar apps.
None of the advertisers concerned was able to comment by the time new media age went to press. A Google spokeswoman declined to comment on the ads being served via the Free Music Download app as it was uncertain whether they were served by Google or a third party.
According to Oli Newton, head of emerging platforms at Starcom MediaVest, the cases highlight the potential for ad misplacement on mobile, adding that tighter regulation from trade bodies, including the IAB and IPA, and the wider industry was required as preventative measures.
Alex Kozloff, senior mobile manager at the IAB, said, "We keep a keen eye out for ads being misplaced through our agency ambassador programme. It's not something that I'd say was commonplace and not something that's unique to Android, because it could just as easily happen on the open mobile internet."

Our nation needs an innovation strategy.(ONE POINT OF VIEW)(Column)
Recently another Hollywood Video store closed in my neighborhood. I searched the web for the latest news on this company and found, on their website at hollywoodvideo. com, the following message:
Thank you for visiting hollywoodvideo.com. The company is in the process of exploring new ways of delivering entertainment to you and we anticipate that this website will be under new ownership shortly.
We know the story quite well. Hollywood Video could not sustain its business model. Netflix replaced them as the household name in entertainment. Hollywood Video failed to reinvent itself, and as a result new owners will come to the rescue.
Time and again, we have witnessed similar stories of obsolescence. In 2005, a colleague of mine estimated that the average life expectancy of an S&P 500 company was about 10 years, compared to 65 years when the S&P was founded. With the recent financial crisis, it's likely to be less than that today. I was fortunate to have spent 33 years with Procter & Gamble, a company that has been around for 173 years. P&G has survived because P&G has stood for Passion & Guts, along with the necessary rigor to drive change over the years. When a company, brand, or country, for that matter, loses the passion to reinvent itself and the guts to make the hard choices to lead the change, it will not long survive. Ability to operate the current businesses with professional management is no longer sufficient to sustain growth in today's global economy. To compete effectively over the long term, a corporation needs goals and an innovation strategy to deliver on those goals. Without a guiding strategy, the company wastes resources and tends to focus on short-term churn to satisfy shareholder requirements.
In this fast-moving, global economy, nations face similar challenges. Like a corporation, a nation must utilize its internal resources wisely to increase the overall GDP year after year, just as corporations pursue increases in earnings. That can result in a short-term focus that misses the big picture and strands the country economically and politically. The United States is in such a critical phase of its life cycle; our dominance has been challenged economically, demographically, technically, and politically in recent years, and the last recession has exacerbated the situation. Like Hollywood Video, the nation needs concrete goals and an innovation strategy to sustain its leadership position and maintain the standard of living for its citizens.
And like Hollywood Video, which is still figuring out what its "new ways of delivering entertainment" will look like, the United States has so far failed to create the next major industry to drive the economy in this century. The manned space program and the Star Wars program created innovations and new industries that fueled growth in the second half of the twentieth century. In the 1970s and 1980s, we declared war on cancer and HIV, sparking another round of innovation. In the 1990s and into the 2000s we had a boom in Internet businesses, mobile computing, and social networking. But no equivalent catalyst has yet emerged for twenty-first century innovation. Allocating budgets for education, science, and technology without a comprehensive, holistic innovation strategy is no longer sufficient. And we cannot rely on the private sector to lead the national innovation strategy without incentives to take the massive risks required. It is time to focus national science and technology policy to propel the economy for the next century.
So what should the U.S. innovation strategy look like? Although this discussion will ultimately require the engagement of business leaders, policy makers, educators, economists, and politicians, I'd like to suggest a few broad areas for emphasis.
Where to Play
In devising a national innovation strategy, we must pick the platforms that have the greatest potential for job creation, leverage our talents and natural resources, and fill major national and global needs. These are the areas that will yield sustainable economic advantage. I believe these platforms are energy, city and building design, and agriculture and aquaculture.
Energy
Energy is quite literally the fuel that drives the nation's economic engine. Energy falls into two categories: energy required for transportation and energy required to power industries, homes, and personal needs. Secure supplies for both elements are critical both to our national security and to our continued economic prosperity. Achieving energy security requires collaboration and coordination at every level to support a wide range of initiatives, ranging from developing alternate means of transportation and implementing conservation practices to developing diverse energy sources, together with developing and installing a smart grid that can move the power to where it's needed.
As a nation, we have become dependent on gasoline and diesel fuel for transportation, and about 90 percent of our electricity is generated from fossil fuels. In both cases, the key is to reduce our dependence on fossil fuels by reducing consumption and diversifying sources. To accomplish this, we must implement regional policies to develop geographically appropriate alternate energy technologies such as nuclear, solar, and wind power. At the same time, we need to develop alternate battery technologies, such as sodium-based batteries, to enhance battery storage and longevity, so that wind and solar energy can be more efficiently stored, transported, and accessed.
Government should also encourage and incentivize the continued private-sector exploration of other possibilities for energy conservation and generation. Promising areas that are being explored around the world include:
* Shale-oil and gas extraction practices that minimize environmental impact;
* Microorganisms that turn trash into fuel and clean contaminated soil and water;
* Cheaper technologies to liquefy coal and natural gas;
* Engineering innovations that allow excavation of high-sulfur coals with minimal environmental impact;
* Wireless transmission technologies to move power more efficiently from its source to an electrical load;
* Better forecasting techniques to make wind power more practical; and
* Storage and maintenance technologies to reduce the cost of solar power.
All of these technologies--and many others--are in various stages of development. We should not as a nation pick energy favorites. We need every source we can muster, along with more aggressive conservation measures.
City and Building Planning and Design
Many of our cities are being left behind in the wake of the industrial flight that has accompanied globalization. This is happening even as more and more responsibility for economic development and social well-being is being returned to state and local levels. Urban renewal is a key challenge for cities struggling to revitalize flagging economies and provide opportunities for growth while tax revenues and city payrolls shrink. The design of space--whether it's a city plaza, a high-rise building, city traffic layout, or a green park is a key element of urban renewal and a strategic platform for innovation.
We have seen, in the past several decades, a number of advancements in space and city/building design, mirroring social, scientific, and technological evolutions. From mid-twentieth-century designs that relied on insular spaces to facilitate command and control to a proliferation of shared spaces allowing for productive collisions of people and ideas, our work and living spaces have evolved, and the process is continuing. Today, we have offices; tomorrow we'll work from home or from timeshare desks in different buildings. Architecturally, we'll need to develop the flexibility to adapt to these changes through simpler and more flexible space design and smart deployment of IT infrastructure to connect people to their environment and to others. Accomplishing this will require architects to look to new sources of inspiration for their designs; for instance, an architecture inspired by the design of integrated circuits could enhance connectivity in unexpected ways. Whatever its inspiration, the new architecture will combine with technology advances, such as systems and sensors that monitor and react to energy consumption patterns, to produce buildings that reduce consumption and create better living environments. Thoughtful design and engineering of city plans will also help conserve energy by optimizing foot traffic, creating better mass transport options, and allowing for more spontaneous networking among residents while building on a city's cultural heritage and resources.
Many cities around the world are already experimenting with such a vision. In King Abdullah City in Saudi Arabia, residents, workers, and visitors can take advantage of smart infrastructure-related services that foster entirely new, connectivity-driven experiences for residents and promise to achieve optimal productivity in a sustainable manner. In the United States, we need an advocate for "cool cities," a network to stimulate the sharing of ideas and experiences between cities, and we need to incentivize cities to drive change in their communities.
Agriculture/Aquaculture
The science and business of agriculture has changed tremendously in the twentieth century. Farmers now must feed 10 to 20 times as many people per farmer as they did a century ago, and the multiplier is growing as the world's population rises. Fortunately, we have had many advances in technology to help farmers produce more food per acre. Going forward, however, achieving the needed productivity will require more advanced technologies to improve seed quality; robotic tools to control pests and do the work of planting and harvesting; and sustainable farming practices, such as "meticulous agriculture," a system that uses advanced sensor technology and surface mapping to tailor the application of seed, fertilizer, and irrigation to soil conditions, improving sustainability and reducing cost.
We also need to consider how food is moved from farm to consumer. Shipping produce across the country consumes energy and compromises the quality of the food. We need a vision for growing perishable foods near Walmart parking lots and city centers rather than concentrating agriculture hundreds or thousands of miles away. This can also create opportunities for urban renewal. I have heard of plans to turn vast areas of the city of Detroit into farmland, both to have crops near people and to provide employment. I wonder how many more parcels of land are available that can be turned into farmland to support the food needs of local communities.
Sustainable aquaculture can also play a key role in the transition toward safer, more environmentally and economically sustainable food sources. By offering a viable and sustainable alternative to fishing wild stocks, aquaculture can bring strong economic benefits. We need innovation in the fast-growing areas of aquaculture, including genetically modified fishstocks and aquatic remediation to increase productivity in fish farms. The task is to develop domesticated lines of aquatic animals for farmed production, improving aquatic animal health and growth efficiency, conserving water resources, and developing novel diets and feed ingredients.
How to Win
Unfortunately, simply pouring money into R&D will not ensure a flow of innovation. We need the right investments, not necessarily more dollars. We need to focus our financial resources on innovation priorities, rather than entitlements and earmarks. Realizing our innovation goals will require hard work in a variety of areas, including education, funding for basic research, and tax policy.
Education
A comprehensive innovation strategy is driven first by human brainpower. We need to ensure that we have the right talent pool to do the work that enhances our productivity. We can compensate for needed technical talent by importing it, but we must also develop our own talent because we now compete for technical talent with the world. To ensure a secure supply of technical and scientific talent, we must fix our woeful K-12 education morass. We need to be prepared to explore radical solutions to improve our education system, without eliminating any possibilities that might improve outcomes.
Support for Basic Research
Corporations seldom fund basic research because it produces few bottom-line benefits in the short term, although it clearly leads to discontinuous positive outcomes in the long run. Government-supported basic research can help bridge the gap, producing the basic knowledge that forms the foundation for game-changing innovations. A government research program needs to focus on critical opportunities in key areas, such as those I've outlined. We already have over 100 federal laboratories staffed with brilliant scientists; we need to find a better way to create university-federal lab-industry partnerships so that fundamental research, applied research, and exploitation of the opportunities are carried out in a methodical manner and the benefits are shared by all the parties. It's not about turning dollars into knowledge; it's about turning dollars into knowledge that the private sector can turn into jobs and dollars through innovation.
Regulation and Taxes
Producing a steady stream of innovation will require a nurturing environment, framed by clear, minimally invasive rules and appropriate tax structures. Regulatory structures must be transparent and limited to those required for environmental protection and worker safety. At the same time, education programs could help alleviate fears and illuminate opportunities for further innovation in such controversial areas as nuclear energy and bioengineered products.
We should also explore how tax structures can be used to shape behavior. Some have argued, for instance, that a mileage tax would both encourage energy conservation and drive down greenhouse gases by changing driver behaviors. Unfortunately, the R&D tax credit, a major tax program to spur innovation, has been implemented in a way that encourages a short-term focus; the pattern of expirations and extensions leads companies to plan incremental R&D projects to match the incremental, short-term approach of the tax credit. This approach cannot lead to disruptive change. The system of R&D tax credits should be overhauled to match incentives to the need for more and more open innovation. Thoughtfully implemented, such tax credits could incentivize both start-ups and larger corporations to focus on the kind of discontinuous innovation that creates jobs for the long term.
Innovation Networks
Beyond providing regulatory and tax structures that encourage and support innovation, government can also act to create an environment that nurtures innovation by providing resources to catalyze the kinds of interactions that produce innovation. Open innovation, which brings in ideas and expertise and outsources noncritical activities, has had a major impact on innovation in the corporate world. Government can learn from this approach and help to expand it. For instance, government reach and resources can facilitate multilingual innovation networks that help major corporations connect with entrepreneurs, problem solvers, and innovative small businesses around the world. Such networks can harness the world's diversity of thinking to drive faster, better, and cheaper innovation. At the local level, schools, governments, and corporations should use social networking and other connectivity tools to reach stakeholders and facilitate problem-solving.
Government could also help to create another network to help support innovation. A network of retired (or downsized) senior leaders could become a talent pool to help develop a new generation of innovation masters and guide us through the rejuvenation of our national innovation system. The YourEncore network is a good example of how such a network might function. Another is Innovate Nevada (IN), a small group of recently retired executives with backgrounds in many different areas. We have developed a charter, and are on a mission to help the state reinvent itself by developing an innovation strategy.
Conclusion
The future is full of dilemmas, and there are few absolutes. In this volatile, uncertain, chaotic, and ambiguous world, both companies and nations need to be very clear about where they are going--and very flexible about how to get there. If our nation is not to go the way of Hollywood Video, we need to make the hard choices required to return us to a free-flowing and rapidly innovating society.
The alternative is stagnation and decline.

HISTORIC EX-IM BANK LOAN HELPS CENTENNIAL, COLORADO COMPANY EXPORT TO SAUDI ARABIA, SUSTAIN 230 JOBS AT HOME.
CENTENNIAL, COLO. -- The following information was released by the U.S. Export-Import Bank:
Stolle Machinery of Centennial, Colo., will be able to grow its business and sustain 230 jobs at its plants in Centennial and Englewood by selling $34 million of aluminum/steel can-making equipment to Saudi Arabia, backed by a direct loan from the Export-Import Bank of the United States (Ex-Im Bank).
At a news conference at Stolle's Centennial plant, Ex-Im Bank Chairman and President Fred P. Hochberg announced Ex-Im Bank's approval of the historic loan to Mahmood Saeed Collective Company (MSCC) in Jeddah, Saudi Arabia. It is the first-ever Ex-Im Bank loan approved to a private company in Saudi Arabia.
MSCC will use the Stolle equipment for a new aluminum can manufacturing facility in Jeddah that will make 800 million cans and 6 billion can ends annually to hold soft drinks, juice and vitamin water.
"This is the type of financing support Ex-Im Bank can provide to small and medium-sized businesses throughout Colorado to help them grow sales and jobs by exporting," Hochberg said. "We are committed to helping achieve President Barack Obama's National Export Initiative goal of doubling American exports in the next five years."
Hochberg was joined at the news conference by Stolle Machinery CEO David Groetsch and U.S. Senator Michael Bennet.
"Put simply, international trade translates into jobs for Coloradans," said Bennet. "This deal will help Stolle keep good-paying, high-quality jobs right here in Colorado. It also represents the type of opportunities Colorado businesses ought to know might be available to them so they can grow their operations, create jobs and help move our economy forward."
Earlier in the day Hochberg spoke at an "Increasing Colorado's Participation in the Global Economy" seminar at the University of Denver organized by Ex-Im Bank in cooperation with Sen. Bennet -- one of a series of "Exports Live!" seminars held by Ex-Im Bank across the country. Google Manager of Online Sales John Nicoletti also participated in the seminar as Ex-Im Bank is partnering with Google to help Colorado's small businesses use the Internet to take advantage of marketing opportunities across the globe.

The independent, self-sustaining federal government agency helps to create and maintain U.S. jobs by financing the sales of U.S. exports, primarily to emerging markets throughout the world, providing loan guarantees, export-credit insurance and direct loans. Lake poised for traffic snarl with Illinois 120 bridge work.

Aug. 1--The headaches of major construction will soon come to drivers in eastern Lake County, as this month workers will close half of Illinois Highway 120 over the Tri-State Tollway as part of an ongoing widening project.
The bridge will be replaced so Interstate Highway 94 can be expanded from six to eight lanes, said Illinois State Toll Highway Authority spokeswoman Joelle McGinnis. Work on the bridge is scheduled to be completed in summer 2008, she said.
Illinois 120 is a primary link to downtown Waukegan and Gurnee on the east and Grayslake to the west, and the lane reductions herald what promises to be a painful few years for the north suburbs, as it is the first of the major east-west roads that will undergo similar construction as part of the Tri-State project.
"The whole tollway widening ... is going to be a disruptive project that we'll have to bear through to reap the benefits," said Martin Buehler, head of the Lake County Division of Transportation. Illinois 120 "is a key east-west road in the county, so there is going to be a lot of traffic congestion associated with that project."
On the plus side, he said, the bridge is in bad enough shape that crews had to come out every couple of years and close lanes for patching work, which no longer will be necessary when the project is done.
The transportation division will use its Lake County Passage system, which allows centralized control of traffic signals, to adjust light times on alternative routes to ease backups, Buehler said.
Also as part of the tollway work, the disused bridge over Kelley Road will be removed, McGinnis said.
Kelley Road was an old farm-to-market road when the tollway was built, but it hasn't been used in years, Buehler said. Kelley Road ends with no-trespassing signs on either end.
The decision was left up to the Village of Old Mill Creek, which decided the overpass was not needed, Buehler said. Old Mill Creek officials did not return calls for comment.
Elsewhere, the traffic message board at Lake-Cook Road on the southbound Tri-State, which normally displays travel times to Montrose Avenue via the Edens and Kennedy Expressways, has for weeks displayed only general tollway information. The sign is a casualty of the widening project, McGinnis said, as workers have temporarily removed the sensors used to measure traffic flow.
"We would rather give no information than the wrong information," McGinnis said, adding that travel times are available on the radio and the Internet and through alerts sent to cell phones.
The sensors will be replaced and the sign board put back online eventually, but it is unclear when, she said.
-- Donna Fritz of Wilmette wanted to know whether the center posts used wherever the North Branch Trail crosses a street will be removed or replaced as part of the trail's reconstruction. The posts, called drop gates, are steel I-beams that can be folded down to allow maintenance vehicles access or locked upright to keep out cars.
"They are very dangerous," Fritz wrote in an e-mail. "I have had two cycling friends bike into the posts and sustain damage to themselves and to their bicycles."
Joe Mollica, an engineer for the Cook County Forest Preserve District, said the barriers are necessary.
"We are, little by little, replacing them with narrower ones, but we've had people drive onto [the paths] thinking they're roads," he said.
